Foreign Transaction Fee Information for PayPal Users

This information specifically applies to U.S. customers who may be charged a foreign transaction fee when using PayPal.

Party Balloons is not aware of any Canadian customers being charged foreign transaction fees when using PayPal within Canada.

International customers outside the U.S. and Canada may be subject to fees depending on their credit card issuer and issuing country. Please note that Party Balloons does not control these fees and cannot issue refunds for credit card-related charges incurred by international customers.

What is a foreign transaction fee?

A foreign transaction fee is a surcharge imposed by your credit card issuer or bank when the transaction is processed through a foreign financial institution.

When paying via PayPal, Party Balloons has no control over how the transaction is routed by your credit card processor. If you are charged a foreign transaction fee (usually no more than 1% of the transaction value), you may open a support ticket — we’ll be happy to refund the foreign transaction fee for U.S. customers affected.


Tips to Avoid Foreign Transaction Fees:

  • Use our online credit card processor instead of PayPal. We can select the bank to process your payment, minimizing the risk of extra fees.

  • Use a credit card from an issuer that does not charge foreign transaction fees. For example, Capital One does not charge this fee on any of its cards.

  • Contact your credit card issuer to confirm whether your card incurs foreign transaction fees. Make sure to clarify that you are not referring to currency conversion fees.

  • Use PayPal funds directly instead of paying through a linked credit card.

  • Use a Discover card — even through PayPal. Discover does not charge foreign transaction fees.
